Commercial EV Charger Installation in Texas: Costs, Rules and Who Does the Work (2026)

Commercial charging is a different project from a home install, and the difference isn’t the charger — it’s everything upstream of it. A home Level 2 install is one circuit. A commercial project is a service capacity question, a trenching question, a permitting question, and only then an equipment question.

“Commercial EV charger” vs. “commercial EV charging station” - which one are you building?

Both phrases get searched for the same underlying question, but they describe two different projects:

  • A workplace or fleet charger is equipment for a defined set of vehicles - employees, a delivery fleet, residents of a multifamily building. It’s usually not metered per transaction and is closer in scope (if not in scale) to a residential install.
  • A public EV charging station sells or offers charging to the public or to customers, often metered by the kWh or by session, and is what most people mean by “commercial EV charging station installation.” Selling electricity this way is what pulls in TDLR’s electric vehicle charging station regulations on top of the standard electrical-contractor licensing rule below - those rules cover the metering and measurement side specifically, separate from the wiring itself.

Both are still licensed electrical work performed by a TDLR Electrical Contractor, and both carry the same make-ready cost structure below. The difference is mainly in permitting scope, metering equipment and (for public stations) payment/networking hardware - not in who’s allowed to pull the wire.

The make-ready work is the budget

Across published cost breakdowns, the electrical and civil work — not the hardware — accounts for roughly 50–70% of a commercial project’s total cost. That work includes:

Service capacity. Adding several 40–80 amp continuous loads to a building can exceed what the existing service can carry. The answers are a service upgrade (long lead time, utility coordination), or load management that shares available capacity across ports. Ask which one your bid assumes before you compare bids.

Trenching and conduit. Chargers in a parking lot are usually far from the electrical room. Cutting and restoring asphalt or concrete is a real line item, and it’s where “cheap” bids tend to be optimistic.

Utility coordination. New or upgraded service means the utility’s own process and schedule. In DFW, Oncor publishes a new construction request process for exactly this, and treats increased EV load as a capacity question for the premise. Start this early — it is usually the longest pole in the tent.

Networking, payment and ongoing cost. Commercial units are typically networked, with software subscriptions per port, payment processing, and demand charges on your electric bill. These are operating costs a hardware quote won’t show you.

What Texas requires

The licensing rule is the same as residential, and it isn’t optional: the work must be performed by a licensed electrician working for a licensed Electrical Contractor (EC) under the Texas Department of Licensing and Regulation. Texas also follows the National Electrical Code, whose Article 625 covers electric vehicle supply equipment (NFPA 70).

Commercial installations additionally pull in accessibility requirements for parking and routes, local site-plan and permitting review, and — if you’re selling electricity by the kilowatt-hour — TDLR’s electric vehicle charging station regulations, which cover the metering and measurement side of public charging in Texas. Confirm the scope with your contractor and your city; requirements vary by jurisdiction and by whether charging is free, employee-only, or sold to the public.

Vetting a commercial installer

Most of the five checks for a residential installer still apply, with three additions:

  1. A load study, in writing, before design. Not an estimate over the phone. Any bid that commits to a port count without one is guessing with your money.
  2. Who owns utility coordination. Make it explicit in the contract. “The customer will handle the utility” is how six-month delays happen.
  3. Scope boundaries in the bid. Trenching, surface restoration, bollards, signage, striping, network subscription, commissioning. Bids that differ by 3x usually differ in what they exclude, not in what they charge.

Common questions

Do I need a special “EV charger installer” certification in Texas? No separate state certification exists beyond the standard requirement: the work must be performed by a licensed electrician working for a licensed TDLR Electrical Contractor. Some equipment manufacturers run their own installer-network programs for their hardware specifically - ask your contractor whether they hold one for the charger brand you’re buying, but treat it as a bonus, not a substitute for the state EC license.

What does “commercial EV charging station installation cost” actually include? The port-cost table above is installed cost, meaning hardware plus the make-ready electrical and civil work. It does not include ongoing costs like network subscriptions, payment processing or the demand charges a networked, high-utilization site can add to your electric bill - ask your contractor and your utility about those separately before you commit to a port count.

If you’re actually installing one or two chargers, not twenty

A small business adding a single Level 2 unit for staff is closer to a residential install than to a fleet depot project — run the numbers on the cost calculator first, and check whether your utility’s incentives apply. CenterPoint’s equipment incentive program, for example, is non-residential but doesn’t currently list EV charging as eligible equipment.
