Short answer: yes, for any Level 2 (240V) installation in Texas — and it’s not just best practice, it’s state law. The one exception: Level 1 charging from an existing standard outlet, which requires no new wiring and no electrician.
What Texas law actually requires
Electrical work in Texas is regulated under the state’s Electrical Safety and Licensing Act. Installing a new 240V circuit — which is what a Level 2 charger installation is — must be performed by a licensed electrician working for a licensed Electrical Contractor (EC), per the Texas Department of Licensing and Regulation. Texas also adopts the National Electrical Code statewide, which contains requirements specific to EV charging equipment (Article 625 of NFPA 70).

The exception: Level 1 charging
Every EV ships with a portable cord that plugs into a normal 120V household outlet. If you’re happy with roughly 3–5 miles of range per hour of charging and your outlet and circuit are in good condition, you don’t need an electrician at all — plug in and you’re done. Level 1 is genuinely enough for short commutes. The electrician question only arises when you want faster charging.
What the electrician actually does
A Level 2 installation sounds simple — “hang a box, run a wire” — but the licensed work is most of the job:
Load calculation. Before adding a 40–60 amp continuous load, a competent electrician verifies your panel can take it. If it can’t, the options are a panel upgrade or load management — guessing wrong here is how breakers trip nightly, or worse.
Dedicated 240V circuit. New breaker, correctly-sized wire for the run length, conduit where required, and either a NEMA 14-50 outlet or a hardwired connection depending on the charger (hardwired vs. plug-in, compared).
Permit and inspection. Texas’s major cities require an electrical permit for a new 240V circuit, pulled by the licensed contractor, with a city inspection after — details city by city. No license means no permit, which means no independent check on the work and potential insurance problems later.
A continuous-load installation done to code. EV charging is unusual among home loads: hours of high, uninterrupted current draw, often overnight while you sleep. The margin for sloppy work is small.
